AGA CGFM Certification: Three Exams for Government Financial Management

AGA’s Certified Government Financial Manager (CGFM) credential is designed specifically for professionals working with public-sector financial management. That context distinguishes it from general accounting or corporate-finance qualifications. Government finance operates through laws, appropriations, public accountability, budget cycles, fund structures, auditing requirements, performance responsibilities, and intergovernmental relationships that do not map neatly onto private-sector business models.

The CGFM program organizes that body of knowledge into three comprehensive examinations. Examination 1 covers the governmental environment. Examination 2 addresses governmental accounting, financial reporting, and budgeting. Examination 3 focuses on governmental financial management and control. AGA states that its current examinations reflect government regulations in effect from the beginning of 2024, so candidates should use the current content outlines rather than older summaries when setting their study boundaries.

Why CGFM begins with the governmental environment

Public financial management only makes sense when the institutional environment is understood first. Government entities are created and constrained by legal authority, public mandates, legislative processes, budgets, oversight arrangements, and accountability to citizens and other stakeholders. A financial decision that might be straightforward in a private company can have a different purpose or constraint in a federal, state, local, or other governmental setting.

Examination 1 therefore establishes the framework in which later accounting and control topics operate. Candidates need to understand levels and branches of government, the relationships among governments, public accountability, the role of standards and regulation, and the characteristics of governmental organizations. The objective is not to memorize a civics textbook. It is to understand why public funds are authorized, managed, reported, and reviewed the way they are.

Accounting and reporting require government-specific thinking

Examination 2 moves into governmental accounting, financial reporting, and budgeting. Candidates with commercial accounting backgrounds often need to adjust their instincts here. Government financial reporting serves different users and objectives, and governmental entities may use fund accounting, budgetary controls, and reporting concepts that require a different mental model from ordinary corporate financial statements.

A strong preparation plan should connect the accounting mechanics to accountability. Ask what resource is being controlled, which reporting entity or fund is involved, what measurement focus applies, what information decision-makers or the public need, and how the budget interacts with accounting records. When the logic behind the structure is clear, rules become easier to remember and apply.

Budgeting is more than producing a spreadsheet

In government, a budget can function as a policy document, financial plan, operational guide, and legal authorization. Candidates need to understand how budgets are developed, approved, executed, monitored, and modified, as well as the relationships between revenues, expenditures, appropriations, priorities, and performance expectations.

Scenario study is effective here. Given a change in revenue, an unexpected expenditure, a grant restriction, or a program-performance issue, what happens to the budget process and control environment? Which stakeholders have authority? What documentation or approval is required? Thinking through those questions builds a more transferable understanding than memorizing isolated budget terminology.

Financial management and control bring the system together

Examination 3 addresses the management and control disciplines that keep governmental resources protected and programs accountable. Internal control, risk, cash and investment management, procurement, debt, grants, performance information, and related management responsibilities all connect to a larger question: how does an organization achieve its public mission while safeguarding resources and complying with applicable requirements?

Controls should be studied as responses to risk. If a process involves cash, purchasing, payroll, grants, data, or contracting, identify the risks first and then ask which preventive, detective, or corrective controls address them. This makes control concepts easier to apply in exam scenarios because the candidate is reasoning from purpose rather than trying to recall a list.

AGA treats all three examinations as core requirements of the CGFM program. Although candidates may have stronger prior knowledge in one area, the sequence is conceptually useful: environment explains the setting; accounting and budgeting explain how resources are planned and reported; financial management and control explain how those resources are governed and protected.

The Certified Government Financial Manager (CGFM) framework is best understood as one credential supported by three complementary examinations. Candidates should study the three parts as connected views of public financial management rather than as unrelated tests.

How accountants should adjust their preparation

Accounting experience is valuable, but it can create overconfidence. A CPA, auditor, or corporate accountant may recognize many financial concepts and still be unfamiliar with governmental fund structures, appropriations, public budgeting, or the legal and institutional framework behind government reporting. The solution is to identify where private-sector assumptions no longer hold.

Build a comparison sheet with headings such as purpose, users, authority, measurement, budget role, reporting structure, and accountability. For each major government-finance concept, write the closest private-sector analogy and then write why the analogy is incomplete. This method exposes false familiarity and helps candidates learn the genuinely governmental part of the syllabus.

CGFM also attracts budget analysts, program managers, grants professionals, auditors, policy staff, and other public-sector practitioners who may not have formal accounting training. For these candidates, the technical material should be built in layers. Start with the accounting equation and the purpose of financial statements, then add governmental funds, bases of accounting, budgetary entries, reporting, and interpretation.

Do not attempt to memorize journal entries without understanding what event they represent. Translate each entry into plain language first: what resource changed, what obligation arose, which period or fund is affected, and why is the event recorded this way? Once the transaction story is clear, the accounting becomes a representation of something understandable rather than an abstract code.

Study from AGA's content outlines

AGA identifies the content outline for each examination as a core preparation document. Candidates should make those outlines the control document for study. Resources, textbooks, courses, and practice questions should map back to the outline rather than expand preparation randomly.

  • Tag each topic by confidence. Use high, medium, and low confidence based on whether you can explain and apply it without notes.
  • Separate rules from concepts. Some subjects require precise standards or definitions; others require judgment about processes and controls.
  • Practice across government levels. Federal, state, and local examples help prevent overgeneralizing from one workplace.
  • Use current references. Government regulations and guidance change, and AGA periodically updates its exam content.
  • Mix topics late in preparation. Real exam questions may require understanding the relationship between budgeting, accounting, control, and accountability.

Public financial management carries an unusually visible accountability obligation. Decisions involve taxpayer resources, statutory authority, public records, procurement integrity, grant conditions, and the trust placed in government institutions. Ethical judgment therefore belongs inside budgeting, accounting, procurement, reporting, and control rather than in a separate chapter that can be reviewed once and forgotten.

When practicing scenarios, ask not only whether a proposed action is technically possible but whether it is authorized, transparent, properly documented, and consistent with public stewardship. That habit helps unify several CGFM domains and mirrors the professional responsibility behind the credential.

Government professionals often have deep experience in a narrow slice of the system. A grant accountant may know compliance and reporting well but see little debt management. A budget analyst may understand appropriations and forecasting but not audit. An internal auditor may know control frameworks but have limited exposure to program budgeting. CGFM preparation is partly an exercise in expanding from that local expertise to the full public financial-management system.

Create an “experience map” alongside the content outline. Mark topics you perform directly, topics you observe through colleagues, and topics you rarely encounter. For the third category, build concrete examples rather than relying on definitions. The more unfamiliar subjects can be tied to realistic government processes, the easier they are to retain.

What CGFM readiness looks like

A candidate is ready when the three exams feel connected rather than separate. You should be able to explain how the governmental environment shapes the budget, how the budget connects to accounting and reporting, how management uses financial information, and how controls support compliance, stewardship, and performance.

That systems view is the real value of the CGFM path. It gives specialists a common language for government finance and encourages candidates to see beyond their own job function. The examination process is demanding because public financial management is multidisciplinary; preparation becomes much more manageable once every topic is connected back to the same central purpose—responsible management of public resources.

The CGFM designation is a professional certification, not simply a three-test certificate. Candidates should review AGA's current program requirements in full, including the education, experience, ethics, application, and maintenance elements that apply to certification. This is especially important for someone who is eligible to begin studying before all professional-experience requirements have been completed. Passing an examination and being authorized to use a professional designation are different milestones.

Keeping that distinction clear also improves preparation. The ethics and accountability expectations are not abstract because the credential represents public-sector professional practice. Work experience gives context to budgeting, reporting, grants, internal control, and financial-management concepts, while continuing education after certification helps practitioners keep pace with changes in standards and government operations. Treat the three exams as the assessment core of a larger professional pathway rather than the entire pathway.
