GAFRB CGFM Examination 2: Accounting, Reporting and Budgeting in the Government Environment

GAFRB is not a standalone accounting credential. It is Examination 2 in AGA’s Certified Government Financial Manager program, positioned between Governmental Environment and Governmental Financial Management and Control. That context is important because the exam expects candidates to understand financial reporting and budgeting as instruments of public accountability, not simply as public-sector versions of corporate accounting.

AGA certification centers on the CGFM credential, with the broader CGFM exam covering the wider body of governmental financial-management knowledge. GAFRB focuses specifically on governmental accounting, financial reporting and budgeting. AGA's current outline, introduced in 2024, gives this examination 115 questions and two hours and fifteen minutes.

Preparation should begin with one question: what makes government financial information different? Governments raise and spend resources under legal authority, budgets carry public and legislative significance, fund restrictions matter, and accountability can be more important than profit. Once that foundation is clear, the individual standards and statement formats make much more sense.

Public accountability changes the purpose of accounting

Private-sector reporting is strongly influenced by profitability, investor returns and enterprise value. Governmental reporting must answer additional questions: Were resources raised and used in accordance with legal and budgetary authority? Did the government remain financially accountable? Did current-year taxpayers finance current-year services, or were costs shifted across periods? What resources are restricted for particular purposes?

That is why concepts such as interperiod equity and budgetary accountability deserve more than memorization. When studying a reporting rule, ask what accountability problem it is meant to solve. A candidate who understands the objective behind the treatment can usually reason through an unfamiliar scenario more effectively than one who memorized a journal entry without understanding why it exists.

Know which standard setter applies and why

GAFRB expects candidates to distinguish the roles of GASB, FASAB and FASB, while also recognizing the broader international public-sector context. GASB establishes accounting and financial reporting standards for U.S. state and local governments. FASAB addresses federal accounting standards. FASB primarily serves nongovernmental entities, but candidates still need to understand where its concepts may be relevant and where they are not.

The exam can turn this into a classification problem. A public university, federal agency, government-owned enterprise, nonprofit organization and commercial company may not follow the same rule set. Study the entity first, then the reporting framework. Also understand due process: standards emerge through research, exposure, stakeholder input and deliberation rather than appearing as isolated technical rules.

Fund accounting explains how restrictions stay visible

Fund accounting is one of the clearest expressions of governmental accountability. Instead of treating all activity as one unrestricted pool, governments use separate accounting structures to demonstrate compliance with legal, contractual or policy restrictions. The candidate should understand the logic of governmental, proprietary and fiduciary funds and how their measurement focus and basis of accounting differ.

Do not memorize fund names without transactions. Work through situations involving taxes, grants, debt service, capital projects, enterprise activities, pensions and custodial resources. Ask which fund receives the activity, what basis of accounting applies, what is recognized, and how the transaction eventually appears in external reporting. Repetition turns the fund model from a vocabulary exercise into a usable framework.

Government-wide statements and fund statements answer different questions

State and local reporting requires candidates to move between fund-level accountability and government-wide economic reporting. Governmental funds emphasize near-term financial resources, while government-wide statements provide a broader view of assets, liabilities, deferred items and long-term costs. Reconciliation between those views is therefore a conceptual bridge rather than a clerical inconvenience.

Practice explaining why capital assets, long-term debt, accrued interest or other items can appear differently between statements. The goal is to understand what each reporting perspective is designed to show. If you can explain the purpose of the measurement focus and basis of accounting, conversion entries and reconciliation items become easier to derive rather than memorize.

Federal accounting has its own reporting logic

GAFRB also covers federal accounting and reporting, so preparation cannot stop with GASB. Candidates should understand the role of FASAB, the federal reporting model, budgetary resources, proprietary accounting and the relationship between financial statements and the federal budget. Federal agencies operate inside a structure where appropriations, obligations and outlays have distinct legal and financial meanings.

Managerial cost accounting is another important federal theme. Public managers need to know the cost of outputs, programs and activities even when those activities are not sold for profit. Cost assignment, inter-entity costs and the principles reflected in SFFAS 4 help connect financial data to performance and resource decisions. Study cost concepts with program examples so that allocation methods remain grounded in purpose.

Budgeting is both a financial plan and a legal control

In government, a budget is not merely an internal forecast. Depending on the jurisdiction and level of government, it can authorize spending, limit obligations and provide a formal basis for comparing planned and actual activity. Candidates should understand budget formulation, adoption, execution and monitoring as a cycle, with different actors responsible for proposals, authorization and administration.

Federal budget terminology deserves special attention because similar-sounding words can describe different stages. Budget authority, obligations, outlays, apportionments and appropriations are related but not interchangeable. Build a flow from legislative authority to commitment to payment, then attach each term to the correct point. That approach is more reliable than learning a glossary in isolation.

Revenue, debt and grants create cross-cutting accounting issues

Government revenue sources come with different recognition and restriction questions. Taxes, grants, fees, shared revenues and intergovernmental transfers may not follow identical rules. Grants can add eligibility requirements, period restrictions and compliance obligations. Debt issuance introduces proceeds, premiums or discounts, interest, debt service and sometimes refunding or defeasance issues.

Study these topics through complete transaction stories. For a grant, identify authorization, eligibility, receipt, expenditure and reporting. For debt, trace issuance through use of proceeds and repayment. For tax revenue, ask when the government has an enforceable claim and when resources are available under the applicable measurement focus. Complete stories reveal the accounting logic better than disconnected entries.

Financial analysis must respect the government context

Ratios and trend analysis can help assess liquidity, debt burden, revenue stability and expenditure patterns, but government finance does not reduce to a corporate-style profitability score. A strong analysis considers service obligations, tax base, legal restrictions, pension or other long-term commitments, intergovernmental dependencies and economic conditions.

When preparing, use financial statements to ask operational questions. Is the government relying increasingly on one revenue source? Are unrestricted balances weakening? Is debt service consuming more of recurring resources? Are capital needs being deferred? The exam’s reporting knowledge becomes more durable when each number is connected to the accountability or sustainability question it helps answer.

Use the 2024 outline as the controlling study map

AGA states that the current CGFM examinations reflect government regulations in effect as of the beginning of 2024, and the updated outlines took effect in September 2024. That makes old study notes risky when they summarize earlier weightings or omit revised objectives. Start with the current GAFRB outline, then map every reference or course back to the listed objectives.

For the 115-question, two-hour-and-fifteen-minute exam, practice needs to combine speed with classification discipline. Train yourself to identify the level of government, reporting framework, fund type, accounting basis, budget stage and legal restriction before choosing an answer. GAFRB becomes far more manageable when the candidate sees one coherent system: public resources are authorized, recorded, reported and compared with budgets so that governments can demonstrate accountability.

Governmental accounting questions also become easier when candidates separate recognition from presentation. A transaction may be economically important without appearing in the same way on every statement. For example, a long-term obligation can affect government-wide reporting while producing a different near-term effect in a governmental fund. Train yourself to ask first which reporting level is being tested and only then decide how the item is recorded.

Another useful study technique is to compare state and local reporting with federal reporting side by side. List the governing standard setter, key statements, budget relationship, basis of accounting and major accountability focus for each. This prevents terminology from one environment from being carried into another. It also makes the examination’s mixed scenarios less intimidating because the first task becomes classification rather than immediate calculation.

Finally, spend time with appropriations and legal availability of resources. Government managers cannot assume that cash in an account is free to spend. Authorization, purpose, time and amount restrictions can determine whether an obligation is permissible. Even when the exam does not ask for a legal citation, the candidate should recognize that public money is controlled by authority as well as by accounting entries. That distinction is one of the clearest ways GAFRB differs from ordinary business-accounting study.

When practice questions mix budgeting and accounting, pause long enough to distinguish authorization from recognition. A budget can authorize or limit activity while accounting records describe what actually occurred under the applicable basis. That separation prevents one of the most common conceptual errors in public-sector finance and helps candidates read scenarios more precisely.
